Charles Phillip Fox, beloved husband, step-father, friend, and retired law enforcement officer, passed away on June 24, 2026 after a hard fought battle with cancer.
Phil was born on June 17, 1955 in San Angelo, TX. Shortly thereafter his family relocated to Chula Vista, CA where he grew up in “utopia” as he called it, loving the beach, exploring the California mountains, fixing cars, and riding dirt bikes with his buddies. After graduating Chula Vista High School he visited his uncle in Texas and after a ride-along decided to pursue law enforcement in San Angelo. He was hired at SAPD in 1976 and served for 29 years in both patrol and detective capacities, and was the first SWAT team hostage negotiation commander. Upon retiring in 2005 and taking a brief work hiatus, he became a background investigator for the Feds at OPM. During his tenure with OPM he was given the opportunity to relocate to either Florida or Nevada and because his wife “doesn’t do hurricanes or alligators”, Nevada was the obvious choice. After serving 5 years with OPM he fully retired to the life of “honey do” lists, and home and yard maintenance.
While living in San Angelo, Phil met the love of his life, Amanda. Together they built a life filled with love, laughter, and road trip adventures. He cherished his years with Amanda and always said “forever wasn’t long enough”. Their marriage was a testament to devotion and partnership, and they created countless memories together over the years.
Phil was known for his love of God, kind heart, love of cooking, sense of humor, and willingness to help others. Whether spending time with family and friends, sharing stories, playing dominos or Uno, offering advice, or simply enjoying life's everyday moments, he touched the lives of many people and will be remembered fondly by all who knew him.
He is survived by his beloved wife, Amanda; sister Pam Alberts and her husband Donald, sister Dee Fox and her husband Todd, his step-children Darby Addams, Courtney Anstey and her husband Sean, Arthur Sutton, his 2 granddaughters Iris and Rosemary, and many nieces and nephews. He was preceded in death by his parents Kenneth and Carolyn Fox.
Phil's family takes comfort in the many friendships he cultivated throughout his life and the lasting impact he made on those around him. His legacy of service, faith, strength, and kindness will continue to live on in the hearts of all who loved him.
A Celebration of Life will be held in San Angelo, Texas, at the end of July. Family and friends who knew Phil are invited to gather to share memories and honor a life well lived. For additional information regarding the celebration, please email The Fox Family at foxlife62426@gmail.com.
